service/cam: Implement Vsync interrupt callbacks 
According to HW tests, this vsync event is signaled for activated cameras at about the same frequency as the frame rate. The last 5 vsync timings are recorded (in microseconds) and can be retrieved with the service function.

Also, corrected the default frame_rate to 15, according to HW test.

This should fix the missing camera images in certain games.

46da908a00 service: Use nested namespace specifiers where applicable 
There were a few places where nested namespace specifiers weren't being
used where they could be within the service code. This amends that to
make the namespacing a tiny bit more compact.

723dc644fa ResultVal: Remove MoveFrom()

0cb52ee74a Doxygen: Amend minor issues (#2593)

ebdae19fd2 Remove empty newlines in #include blocks. 
This makes clang-format useful on those.

Also add a bunch of forgotten transitive includes, which otherwise
prevented compilation.
